On some icns of Christ there are some letters like IC XC. What does this mean exactly?

IC XC means Iesous Christos "Nika" , The Greek letters for Jesus Christ. Shorthand

The letter pairs represent the first and last letters of the word representing His name and the word for Christ.

So yes, as mentioned above, it is the accepted iconographic shorthand for "Jesus Christ." The same is done for "Mary Theotokos."

I C XC = iota sigma chi sigma.

I know Christos is chi rho sigma tau omicron sigma, but I can't remember the Greek for Jesus.

I saw another cross with IC XC next to it, and under that is NI KA. What does that stand for?

That stands for "Conquers" or "vanquishes" or "is victorious". I'm not sure of when, I'm sure it's on the web somewhere, but the Roman Emperor St. Constantine, when he was preparing for battle, the night before, had a vision of the cross up in the night sky with this inscription on it. The next day his vastly outnumbered army won a victory, and his views on Christianity changed...
